NOV.

1923.

In reply to your letter of the 20th October, I have now had an opportunity of reporting to a special sub-committee of our Imperial and International Questions Committee on the special points arising out of the Report from the Government of Hong Kong relative to venereal disease in the Colony.

1. My Committee highly appreciate the material advance that has been made by the insistence on the part of the local medical pro- fession and the Committee of the Council that it is desirable to provide for the free diagnosis and treatment of venereal diseases" and they trust that the additional facilities re- commended by the Committee will be carried into effect with as little delay as possible.

2. They would especially urge that the disinfection depots and facilities for treatment for members of the Mercantile Marine should be made available at the earliest convenient moment. Such facilities are already available at Shanghai, Singapore an Colombo and it is felt that there is a serious lack so long as Hong Kong is not equally well equipped.

3. We would be very glad if the attention of the Committee could be called to the fact that the figures quoted in the Bradford Report (page 4) are not accepted as accurate: that an enquiry into the incidence of syphilis in infants has recently been carried out by Dr.Eardley Holland, under the aegis of the Ministry of Health "Report on the causation

-

of Fostal Deaths published by the Ministry of Health 1922" where the incidence of syphilis in 300 cases of foetal deaths amounted to 14%.
